OU circulates audit of Shumate’s vehicle use, again denies SAE plans
Internal Audit was asked to follow up on allegations that the Vice President of University Community, Jabar Shumate, personally used an OU Vehicle that has been assigned to the University Community Department Below are observations based upon our review.
Personal Use of University Automobile
The 2016 Chevrolet Tahoe assigned to the University Community Department (vehicle #9204 UCOMM) was consistently parked overnight at the residence of Jabar Shumate (205 Sonora Lane, Norman, Ok). This occurred approximately 124 times between July 1, 2017 and March 29, 2018. From April 3, 2018 until June 11, 2018 the vehicle was parked approximately 28 times at night at an apartment complex at SE 19th Street in Moore, OK. Since June 11th, it has been parked on the OU campus at night. Taking state vehicles home at night is in violation of Oklahoma Statutes, Title 47 Sec. 47-156.1. This statute forbids the personal use of state owned vehicles and forbids the parking of state vehicles overnight at a person’s residence.
(Note: Mr. Shumate should be aware of this statute, since he was in the Oklahoma House of Representatives at the time of this law. The law was part of House Bill #2647 and Mr. Shumate voted for the bill on 5/21/2012).
Personal Trips to Tulsa
On November 23, 2017, which was thanksgiving, the 2016 Chevrolet Tahoe assigned to the University Community Department was driven to Tulsa, which happens to be Mr. Shumate’s hometown. The vehicle stopped for several hours at a residence at the approximate location of 3620 N. Waco Ave.

OU provided a copy of the audit it says shows former Vice President of the Office of University Community Jabar Shumate misused his OU vehicle.
