Six more providers indicted for Medicaid fraud in Ohio

(The Center Square) – The state of Ohio has indicted six Medicaid providers on fraud charges for allegedly stealing $558,383 from the healthcare state-federal program for low-income residents.

One of those indicted is a business owner who “allegedly instructed employees to inflate claims,” Ohio Attorney General Andy Wilson said.

The defendants also include “providers who billed for services while working other jobs and individuals who billed when clients were hospitalized or deceased,” Wilson said.

Rasheedah Biles, 42, of Pickerington, is owner and operator of Reset Tomorrow, a Columbus behavioral-health program for children.

The state began investigating the program in 2025 after flagging it for excessive billing, Wilson said.

“The investigation revealed that she allegedly directed employees to inflate claims for services to children in Reset Tomorrow’s after-school program and summer camp, and to residents of a group home for foster children,” the attorney general said in a news release. “The fraudulent claims included upcoding and billing for services that were never provided, resulting in a $404,810 loss for Medicaid between November 2023 and October 2025.”

Another provider is accused of falsifying timesheets, claiming “have provided home-health services while a client was hospitalized, when she was working a separate full-time job and during a six-month period when she could not work due to medical reasons,” Wilson said.

In July, a former central Ohio couple, now living in either Kenya or Ghana, was accused of defrauding Ohio’s Medicaid program of $9.3 million by billing for services never provided.

A Franklin County grand jury this week indicted Roberta Acheampong, 39, and her husband, Godfred Owusu-Sekyere, 46, formerly of Powell, with telecommunications fraud, theft, forgery, Medicaid fraud, money laundering and identity fraud.

The couple owned and operated One Community Mental Health, a “behavioral-health clinic” in Franklin County, according to Wilson.

About 2.7 million people in Ohio are enrolled in Medicaid, costing taxpayers about $39 billion. The bulk of the money – $27 billion – comes from federal taxpayers, while Ohio taxpayers spend about $12 billion annually.

Over the past 10 years, the state’s Medicaid budget has almost doubled, according to the Health Policy Institute of Ohio.
