Tens of thousands of plans may change as the State Department halts all new visa interview appointments for foreign , effective immediately, while it rolls out expanded vetting guidance.

The freeze spares only those who have already booked interviews, leaving others in limbo as consular posts await new rules approved by Marco Rubio.
