Bossier City Council introduces ordinances to increase budgets

(The Center Square) — In Tuesday’s City Council meeting, three ordinances were introduced on the agenda to amend the 2025 Water and Sewer Capital and Operating Funds Budget and increase the amount of city contract prices.

The city also adopted Ordinance No. 15 of 2025, which authorized an annual salary adjustment of $6,000 for the City Marshall effective Jan. 5. This also moved to change the 2025 General Fund Budget to increase spending funds by $7,300 for the City Marshall Department Salaries and Benefits. This decreased the fund balance by $7,300.

While the council adopted the ordinance on Jan. 28, it was not published until Feb. 5 and is not legal until Feb. 15, 10 days after publication.

Three motions were introduced and voted in favor of during the council meeting.

The first introduced an ordinance to amend the 2025 Water and Sewer Capital and Operating Funds Budgets. According to the report, no additional cost is expected as the ordinance reclassifies capital funds as operating funds. $283,000 will be moved from the capital budget and transferred to the operating budget.

The council voted in favor of introducing an Ordinance to approve the report of Change Order 1 for the Golden Meadows Turn Lane Project, with an increase of $55,618, for a total contract price of $349,033. The project is said to need additional work of relocating obstructions — light pole and electrical conduit — to get construction done within the contract time frame.

An ordinance to approve the report of change order 2 for the Airline Drive Rehabilitation Project, which increases the contract by $26,413.50, was approved for introduction. This makes the total contract price $1,167,040.54. An additional 117 working days were also added to this project contract. The additional cost consists of $21,000 for the electrical required for signal modifications and $5413.50 for the overrun of striping items.

New business addressed in the meeting included the introduction of an ordinance to appropriate $80,000 from the Boardwalk Capital Fund to purchase and install two EV charging stations at the Boardwalk Parking Garage.
