At midnight, President Donald Trump’s emergency order over Washington, D.C., will officially expire. The order, signed Aug. 11, put city police under federal control and flooded the streets with law enforcement.
But even as the takeover ends, little will change. National Guard members remain on duty in the Capitol until December, and unlike in U.S. states, they answer directly to the president, not to the mayor or governor.
The partial return of local control comes as the House takes up 13 separate bills that could strip D.C. of even more governing power. Among them are proposals that would give the president authority over the city’s attorney general and weaken the council’s autonomy.
For residents in the nation’s capital, who still pay federal taxes without voting representation in Congress, the fight for full Home Rule is far from over.
