Ohio auditor issues findings of recovery against public officials

(The Center Square) – An Ohio regional airport authority paid 40 employees nearly $16,000 worth of overtime they weren’t due, according to a recently released finding of recovery from the state auditor’s office.

The finding said the Akron-Canton Regional Airport Authority didn’t follow policy by considering sick or vacation time when it paid $15,689 of overtime. The finding was part of an audit of the authority’s finances for calendar year 2022.

The employees involved, along with Authority Vice President of Finance and Administration James Krum and its bonding company are all liable for the recovery findings, according to the auditor’s office.

The authority’s policy states paid sick leave, vacation and lunch periods are not considered time worked, and auditors found that 40 employees received overtime pay with consideration of sick and vacation leave used in the same week.

The value of the overtime ranges from $28 to $2,036.

The same audit included a finding for recovery of $154 for alcohol bought by the airport authority.

Both of the findings have been repaid.

Also, the auditor’s office issued a finding for recovery of $3,175 against former Pike County Convention and Visitors Bureau officials for late fees and improper expenditures.

The audit issued a finding against Bruce Daily, the treasurer and acting director of the bureau, for $2,158 for not having proper receipts or documentation, overdraft and late fees and expenditures that could not verified.

Former Executive Director Sharon Manson received a finding of $657 for credit card interest and late fees.

Manson pleaded guilty in May 2022 in Pike County Common Pleas Court to misdemeanor counts of attempted theft in office and soliciting or accepting improper compensation.

She was sentenced to 30 hours of community service, fined $250, and ordered to make restitution of $6,805.54, which she did.
