San Francisco to consider hiring non-profit for $36.9 million to head homeless outreach

(The Center Square) – The San Francisco Board of Supervisors will review a recommendation to keep a non-profit in charge of its homeless outreach efforts at a cost of nearly $37 million.

The decision to hire Heluna Health would be made at the Dec. 12 board of supervisor meeting. The $36.9 million three-year contract would run from Jan. 1, 2024 through June 30, 2027.

The contract was recommended for approval by the Government Audit and Oversight Committee.

Heluna Health would do “comprehensive outreach and case management” for the San Francisco Homeless Outreach Team (SFHOT). Heluna Health, which has handled those duties since 2014, would also get help from city’s Department of Public Health, Human Services Agency, San Francisco Department of Homelessness and Supportive Housing and the city’s public library.

Heluna Health is based out of City of Industry, California and reported having $1.6 billion in revenues in 2022. Heluna Health’s President and CEO Blayne Cutler reported total compensation of $569,057 in 2022.

In 2022, the city estimated there were 7,750 homeless people on any given night.

The homeless outreach team served 3,650 homeless people from July 1, 2022 through June 30, 2023.
