Shreveport pushes for jobs, business revitalization around airport

(The Center Square) – Shreveport is launching a grant incentive program to revitalize business activity and grow jobs in economically distressed areas adjacent to the city’s regional airport.

The program will draw from the District F Tax Increment Financing special revenue fund, which the city created to capture tax revenues generated within that district for use on economic development and improvement projects, according to the city budget.

The size of the grants to be offered is unclear. At the end of 2025, the fund for District F held $194,200. Another $150,000 in new sales revenue is expected in 2026, which increases the fund balance to $344,200. The money is being held in the city’s operating reserve, according to city budget documents.

The District F Forward Fund is a targeted grant initiative supporting small businesses that are planning to open, expanding operations or working through an economic downturn. Retail and commercial business corridors surrounding the airport have faced significant economic challenges due to the Covid-19 pandemic.

“The concept is simple: Investing in local entrepreneurs and stronger neighborhoods creates a more vibrant economy and a district that continues to move forward,” said Markey Pierre, a city consultant who presented the concept at Tuesday’s city council meeting.

Eligible businesses can receive grants for equipment, technology, licensing, marketing, training, operations, e-commerce and digital transformation. The funds are not approved for items like rent, utilities, debt repayment, personal expenses and political or religious activities.

Businesses must be located in or relocating to District F, have 10 or fewer employees, legally registered and in good standing with the city, and committed to remain in the district for at least two years. The Small Business Development Center at Southern University will help with business planning, coaching and technical assistance.

“We look forward to this being a great success,” said Councilman James Green, who represents the district.
