(The Center Square) — A lengthy unfinished business section awaits the Bossier City Council as councilmembers consider fund appropriations, a $4 million property purchase and other final readings next week.
The city council could appropriate $250,000 from the Water Capital and Contingency Fund. This specific appropriation would provide funding for a required 25% local match for the Swan Lake and Deen Point Waterline Extension, Planning and Construction.
Louisiana requires this 25% local match for awarded Capital Outlay funds. During the 2025 regular legislative Session, $680,000 was awarded by the state.
On Tuesday, the council will decide on a $4 million building purchase off Benton Road. The 2018 Louisiana Community Development Authority Bond Fund was initially set to cover the cost, but legal counsel says bond funds can’t be used. Now, the Public Affairs department seeks funding from the Parkway Capital Budget.
Sitting at roughly 34,000 square feet, the office building, previously occupied by General Dynamics Information Technology, is listed for sale at $3.75 million.
While there are nine unfinished business items, several of the new business items up for introduction also pertain to fund appropriation, including $600,000 from the sales tax capital fund for eight new police vehicles. If eventually approved, the police department’s auto equipment appropriation would increase $144,000 and vehicle appropriation by $456,000.
The Bossier City Police Department could also see an additional $75,000 appropriation for vehicle repairs and maintenance from the 2025 General Fund Budget.
Residents will also see a massive $13.36 million transfer authorization on the agenda from the 2018 LCDA Bond Fund to different capital funds, while also transferring projects from the bond fund. According to the ordinance, there have been delays in projects and expenditure timelines for bond funds. This multi-million-dollar transfer will speed up the bond use process.
Of the $13.36 million, $11.36 million will be transferred to the Parkway Capital Projects Fund, $544,342 to the Walter O Bigby Carriageway Fund and $1.45 million to the Sewer Capital Fund.
Residents will also have the opportunity to address items during the public hearing section, according to the agenda. The meeting will be Tuesday, Sept. 23.
