Democrats likely to hold onto 2nd Congressional District seat

(The Center Square) — Louisiana’s 2nd Congressional District race has one incumbent and several funded challengers amongst a crowded field for the Nov. 5 election.

U.S. Rep. Troy Carter, D-La. is the current representative for the district that’s one of two in Louisiana that are majority Black. It is a Democratic stronghold and stretches from just north of Baton Rouge through New Orleans.

Carter has served for three years after winning a special election in 2021 to replace former U.S. Rep. Cedric Richmond, D-La., who took a position in President Joe Biden’s administration.

Carter was reelected in 2022.

Carter won with a 77% majority vote against one Republican opponent in the last election. In 2024 he faces three Republicans, but his closest competition is another Democrat.

Devin Davis has never held office and is a community organizer. The lone Democrat challenger supports a federal catastrophe reinsurance program. This would provide insurance companies an affordable reinsurance option while giving the federal government leverage to regulate insurance companies and ensure they write policies in risk-prone areas like New Orleans.

Davis also plans to establish fund programs to cover the costs of risk reduction and home hardening projects for low and middle income families as well as affordable housing units.

A previous story from The Center Square showed Davis was the only challenger to Carter with any recorded campaign finances. Davis’ total contributions have increased to $99,000 as of Oct. 16 and he has spent a little more than $91,000.

Carter’s campaign has also received a lot of recent support to the tune of $1.8 million as of the same date and they disbursed almost $1.4 million.

Since the last report, Christy Lynch has received contributions while the other two Republican opponents still haven’t raised money. Lynch has almost $36,000 in campaign receipts and $25,000 in disbursements.

She has since created a website with those donations in which she shows support for tough on crime policies and stopping federal overreach.

Lynch’s career includes being an adjunct professor, certified public accountant, certified fraud examiner, auditor and business executive. She has also been affiliated with many different Republican community groups including the Louisiana Federation of Republican Women.

The next candidate, Devin Lance Graham, is the owner of Zydeco Electric, LLC and a licensed real estate broker. The top two issues on his campaign website have to do with immigration: Sealing the border and deporting illegal immigrants.

Shondrell Perrilloux is the last contender and her career experience includes working in accounting, business administration, and residential and commercial building.

Her goals are very similar to Graham’s, including slowing inflation and providing tax cuts to workers.
