Amid mounting losses, Stein surrenders; Medicaid cuts reversed

(The Center Square) – Losses in peace of mind for 3 million North Carolinians reliant on Medicaid, in the courtroom by the governor’s administration, and in reimbursements to health care providers took a pause Wednesday.

First-term Democratic Gov. Josh Stein reversed rate cuts of 3% to 10% that began Oct. 1 for doctors, hospitals and other medical providers of Medicaid services. He maintained at a news conference the state’s Medicaid program has a funding gap and said Republicans leading a General Assembly yet to pass a state budget that was due July 1 are to blame for the cuts he enacted.

The difference in cost to take care of population changes and increased health care costs is $319 million. Health Department Secretary Dr. Dev Sangvai and respective chamber leaders Phil Berger in the Senate and Destin Hall in the House of Representatives say the program is funded through April.

“NCDHHS is restoring rates because the courts have required doing so, but the $319 million funding gap remains,” Stein said of the Department of Health and Human Services.

Stein said without the Legislature appropriating money to fill the gap, the funding will be exhausted before the end of the year.

Since the Stein administration made the cuts just more than two months ago, courts began to block them in litigations. In Raleigh, the House and Senate haggled through rules on adjournment amid bills from each chamber aimed at the funding.

Stalemated, the governor then sought to call the Legislature into special session. That was denied on grounds of not meeting the standard for such a meeting.

Hall, the speaker from Caldwell County, has said his chamber does not plan to hold any voting sessions the remainder of this year. Both chambers are scheduled to convene on Monday. At time of publication on Wednesday, the calendar for each chamber remained empty.
